When Mark and Sylvia, our husband and wife duo, decided to open the office in 2009 they made a promise that their goal is to make every client feel secure. Rafail Insurance was awarded “Farmers Rookie of the Year” here in Houston in 2009. With clients realizing that service at our agency is unmatched anywhere else, the group began to grow. West University Place, often called West University or West U for short, is a city located in the U.S. State of Texas within the Houston–Sugar Land metropolitan area and southwestern Harris County. At the 2010 U.S. census, the population of the city was 14,787. Its population increased to 15,585 in 2019.
